Proposed Clinical Cancer Center

Yale-New Haven Hospital Community Investment Program

Consistent with the Community Benefits Resolution passed by the New Haven Board of Aldermen in 2004, over the course of the last eight months Yale-New Haven Hospital has met with a wide variety of community organizations and neighborhood and clergy groups to assess community priorities. The hospital has taken suggestions from these organizations in formulating a broad-based community investment program consistent with its long history of community engagement and commitment. This Community Investment Program builds upon nearly 180 years of proud partnership with the New Haven community.

Housing/neighborhood improvement

The issue of affordable housing was a consistent concern raised by a multitude of neighborhood organizations. Yale-New Haven has partnered with Hill Development Corporation in the past to provide significant financial support for housing initiatives. Building upon that history:

Initiative #1: Yale-New Haven Hospital will transfer two homes that it owns at 45 Vernon Street and 47 Vernon Street and a vacant building lot at 56 Vernon Street to Hill Development Corporation (HDC) and will contribute 20 percent of the costs associated with their renovation and the construction of a new house on the vacant lot. HDC will then offer these homes to first time homebuyers.

Initiative #2: Yale-New Haven Hospital will provide $150,000 per year for a period of three years to create a home rehabilitation program to be administered by HDC for the benefit of Hill residents.

Public community health and outreach

Yale-New Haven Hospital currently spends more than $7 million annually in community benefit programs, including support for eight New Haven school-based centers, a newly opened Pediatric Dentistry Center, a Primary Care Center, an AIDS Clinic and other areas of focus.

Initiative #3: Yale-New Haven Hospital agrees to maintain its strong commitment to accessible community health programs, such as Asthma Management, the Primary Care Center, the Pediatric Dentistry Center, the AIDS Clinic and support for school-based health centers in New Haven, in addition to other associated community health initiatives.

Traffic/transportation

The hospital received important input on this item and several organizations suggested Lot E as the preferred location for a parking garage to support the Cancer Center as a way to minimize impact on the community. This option has been included in the formal Cancer Center proposal. In addition:

Initiative #4: Yale-New Haven Hospital will continue to provide subsidized mass transit options for its employees and subsidize approximately 50 percent of all parking fees for employees.

Initiative #5: Yale-New Haven Hospital will add additional bicycle racks for employees and visitors.

Environment

The hospital received input on environmentally friendly and safe construction practices from multiple groups. As a result, it will commit to the following:

Initiative #6: Yale-New Haven Hospital will employ best practices for the removal and safe disposal of any lead or asbestos during the Grace Building demolition.(PDF file; requires Adobe® Reader®)

Initiative #7: Yale-New Haven Hospital will seek "Green Building" status for the new Cancer Center.

Initiative #8: Yale-New Haven Hospital will ensure effective security of the construction site to maximize safety of community residents.

Education

Yale-New Haven Hospital has historically supported educational opportunities for city residents through a variety of scholarship and internship programs at the hospital. In addition, the hospital supported the new Gateway Community College nursing program with a grant of $200,000. In addition to those efforts:

Initiative #9: Yale-New Haven Hospital will increase the number of paid internships by five at the hospital for high school students.

Initiative #10: Yale-New Haven Hospital will provide a total of $50,000 to provide books to the new Courtland Seymour Wilson Library in the Hill neighborhood.

Initiative #11: Yale-New Haven Hospital will provide an additional three $1,500 annual college scholarships it provides for high school graduates who are interested in pursing careers in the health care field. Candidates in the Hill will be nominated by HDC.

Initiative #12: Yale-New Haven Hospital will provide annual funding of $40,000 per year for a period of three years to provide for additional day care slots in the Hill neighborhood for low-income families. These funds can be used at the discretion of HDC with the expressed intent of creating day solutions through LULAC Daycare on Cedar Street or another licensed provider.

Job training

Creating job training opportunities and access to permanent positions at Yale-New Haven Hospital for city residents is an important priority. To achieve these goals:

Initiative #13: Yale-New Haven Hospital will work with our contractors to set aside up to 15 construction trades apprenticeships available for Hill neighborhood and New Haven residents. While Yale-New Haven Hospital does not directly control this activity, it will strongly encourage the creation of such opportunities.

Initiative #14: Yale-New Haven Hospital will fund up to $50,000 per year for a period of three years, a community liaison to address community access to construction and permanent jobs associated with the Cancer Center and will work collaboratively with community groups to develop an appropriate plan to provide job information at Yale-New Haven Hospital and its affiliates for New Haven residents.

Youth programs

With diminishing resources to support community youth programs and activities, Yale-New Haven has pledged to commit to provide significant financial support for city of New Haven youth activities.

Initiative #15: Yale-New Haven Hospital will provide HDC with a grant of $50,000 per year, for a three-year period, to provide financial and technical assistance for youth programs that will benefit young people in the Hill neighborhood.

General community support

Many other suggestions touched upon a number of variable areas not captured in the above categories. To meet these needs, Yale-New Haven Hospital will commit to the following:

Initiative #16: Yale-New Haven Hospital has a long history of providing significant financial support for local community groups. As part of this program, Yale-New Haven Hospital will provide an annual commitment of $400,000 per year for a period of three years to support community groups, events and programs. These grants will continue hospital support for neighborhood organizations. In the past these grants and sponsorships have benefited groups such as:
